Hoping I just had to reboot, I did so, and then Windows crashed each time it tried to start. I added both, and for both of them, Windows told me it added the driver but that the device might not work or couldn't start up. (Under the BootCamp\Drivers\Broadcom folder, I have Broadcom_PCIe_Bluetooth and Broadcom_UART_Bluetooth. And then selecting the Bootcamp driver files from my USB stick.
So I tried to manually add the Bluetooth drivers in Device Manager > Action > Add Legacy Hardware > Show All Hardware. Right click on Bluetooth USB Host Controller-> Bluetooth settings-> tick Allow Bluetooth devices to find this PC and click.
